  1. Grind mustard seeds, green chillies and water into a smooth paste. Whisk yoghurt until smooth and mix with the remaining ingredients except for fish and whole green chillies.
  2. Add the fish to the mixture and rub the marinade all over the pieces and add the green chillies to it. Add everything to a container that has an airtight lid. In a wok, boil enough water to dip the container in it.
  3. Now, add the container in the water and place a heavy weight on it. Steam for about 15-20 minutes, but flip the fish after 15 minutes and continue to steam.
  4. Garnish with slit green chillies and serve hot with steamed rice.
