  4. Heat the ghee in a pressure cooker; add the whole garam masala and sauté them over medium heat until they begin to crackle and release the aroma.
  5. Next, add the onions and sauté them until golden brown.
  6. Add the ginger, green chillies, and black peppercorns; sauté for a minute; and add the marinated mutton and any excess marinade.
  7. Now add the saffron and cream and bring to a boil. Adjust the seasoning and cover with the lid.
  8. Pressure cook for 7-8 whistles or until the meat is tender. Sprinkle in fennel powder, give it a good stir and remove from the heat.
